Easy Build Clock Clutch

I don't have the plans to hand but can anyone tell me whether the collar/spacer (4b I think it is) with the slot and spring should be loose (to spin) on the spindle?

The large gear 4 and spacer 4b should both spin with a slight resistance from the pressure of the spring. This creates the friction clutch that moves the hands when the clock is running, while also allowing the hands to slip when setting the time.
